Function of Joint State HAJ Committee

  • Joint State Haj Committee is a nodal agency for providing necessary assistant to the Haj aspirants of the N.E States in connection with submission of Haj Application, Remittance of required amount, etc. Every year Haj Committee of India issued Action Plan for completion of Haj related work within the time frame provided by Saudi Government. Joint State Haj Committee made every possible effort to complete the Haj related works as per Action plan.

    • Every year, Chairmen & Executive Officer of Joint State Haj Committees, Senior Officers of the Ministry of External Affairs/Minority Affairs, Ministry of Civil Aviation, Air India, attend the All India Annual Conference for Haj organized by Haj Committee of India. The Conference reviews the arrangements of pervious Haj and deliberates upon and suggests improvements in the arrangements for next Haj. It also considers the calendar of activities/Action Plan for the next Haj.
    • The Haj Committee of India Announces for Haj through leading newspapers all over the country for inviting applications from the intending Pilgrims. The Joint State Haj Committee also published the announcement through electronics & print media in local languages.
    • The Haj Application Forms and Haj Guideline received from Haj Committee of India are made available to the intending Pilgrims by the Joint State Haj Committees, free of cost. The Haj Applications are received from the Pilgrims both offline and online are scrutinized by Joint State Haj Committee and scanned the Haj Application along with the enclosures and submit to Haj Committee of India through “Integrative Haj Pilgrims Management System (IHPMS)”.
    • Joint State Haj Committee comes under Group One, hence the Passport are collected from the Pilgrims along with the Haj Application. The passports are also scrutinized and marked received in the IHPMS by Joint State Haj Committee and sent to Haj Committee of India in original for endorsement of Visa.
    • The Haj Applications received through the Joint State Haj Committees are scrutinized by the Haj Committee of India again. In case of any shortfall Joint State Haj Committee meet up the necessary requirement as inform by HCoI.
    • The amount in Indian currency is collected from the Pilgrims according to the Category of accommodation opted by them through Core banking system. The same is utilized for making payment towards Accommodation Rentals and Compulsory Dues. Joint State Haj Committee assist the pilgrims in remittance of amount and collect the Pay-in-Slip and upload the same in the IHPMS.
    • Joint State Haj Committee conducts Haj Orientation Training (Ritual & Logistics) for the Pilgrims with the collaboration of District Haj Committees.
    • Haj Committee of India makes necessary arrangements towards supply of Meningitis Vaccine & Polio Vaccine from the Health Departments of All States/Union Territories Haj Committees through Director General Health Services, Government of India, New Delhi. The intending Pilgrims are inoculated against Meningitis as required under W.H.O. norms. A certificate of inoculation has to be obtained by the pilgrims, after receiving inoculation, from the concerned Health Authorities. Joint State Haj Committee made necessary arrangement for vaccination to the pilgrims with collaboration with the Director of Health Services, Assam & Joint Directors of the Districts.
    • Joint State Haj Committee distributes Haj Guide among the intending Pilgrims. The book contains necessary information about rituals of Haj & Umrah, details of the logistic arrangements and important Saudi Regulations. The book is published in two languages Assamese & Bangali.
    • The Joint State Haj Committee arrange meeting with the Head of the Department of Govt. of Assam in connection with the arrangement to be made for Haj operation.
    • On finalization of Flight Schedules the allotment of flights is made by HCoI. The Joint State Haj Committee makes necessary announcement to inform about their date of departure and advised to report at the Embarkation Point two days in advance of flight to complete the booking formalities. Joint State Haj Committee temporarily shifted its office at Haji Musafirkhaha, Islampur, Guwahati. Cover Head needsto report at the Guwahati Embarkation point (Haji Musafirkhana, Islampur, Guwahat) two (2) clear days before the schedule date of departure at 10:00 A.M.. In case the pilgrims of a particular flight did not report till 06:00 PM of reporting date, seats available in the flight were offered to the pilgrims of next flight, who are willing to go.
    • After completion of Reporting, Booking manifest are send to Airlines for printing of Boarding Passes, to Banks for disbursement of Saudi Riyals and to Consulate General of India, Jeddah for allotment of Building and Rooms for the pilgrims. On receipt of the Booking Manifest CGI, Jeddah prepared Accommodation Sticker, Luggage Sticker and ID Sticker and send the same to HCoI’s temporary office at Haji Musafdirkhana via online. Staff of Joint State Haj Committee pasted the 3 Sticker on Passports, ID Card and Luggage Tag and attach the Borading Pass, Bracelets etc. and distributes among the Pilgrims.
